“Then don't cite ferry safety as sole reason,” Kassim replied.

“Curated based on what?”

“Vendor performance.”

Rehema stayed quiet.

Pendo asked if pricing compliance was part of performance.

Consultant didn't answer.

Kasssim took formal control precisely so question couldn't be dismissed as Rehema protecting mother.

Then storm alert changed priorities.

Kassim transformed all route maps into evacuation layers: shuttle capacity, shelter zones, blocked coastal road, ferry departure windows.

Kileo had vehicles and guide network. Cooperative had carts, food and local knowledge.

Rehema was assigned information boards and visitor coordination, not traffic evidence.

She placed complaint notebook in locked drawer and told Pendo no one should collect statements during emergency unless necessary for safety.

“Even if Kileo says something useful?”

“Especially then. People speak under pressure.”

Pendo nodded.

Mama Saada offered generator cold storage. Rehema asked whether shelter coordinators needed it; they did.

The same stall whose traffic was disputed became emergency asset.

That complexity mattered.

Kileo authorized shuttles without commercial route restrictions for evacuation.

Rehema noticed but didn't secretly score it.

Official emergency logs would record vehicle use anyway.

As wind strengthened, Kassim looked at all of them.

“Two hours. After that road may close.”

The debate about where tourists should be dropped became question of how quickly people could leave.

Rehema had to prove she could put consumer case down when another duty became more important.

That was not lost evidence.

It was professional boundary.

Kassim also photographed the route geometry and filed the measurements under ferry safety records, not Rehema’s consumer complaint folder. The complaint referenced his finding number only. That custody mattered once Kileo accused Rehema of using public authority for family interests. Anyone could challenge Kassim’s measurements without asking Rehema for them. The temporary restoration request included an exit condition: if joint traffic study later demonstrated a safety need, routes could change under published criteria. Rehema supported that condition. Neutral access did not mean vendors owned a permanent drop point; it meant changes required a reason that could survive independent review.

Kasssim posted the interim traffic finding publicly with maps but no vendor sales data. Kileo submitted a written objection arguing visitor-experience considerations were outside ferry scope. Kassim accepted that limitation and narrowed his finding: there was no demonstrated ferry-safety necessity for the move. He did not claim association lacked all commercial reasons. That precise boundary weakened the retaliation narrative emotionally but strengthened the case institutionally. Rehema supported it even though her mother's stall would have benefited from a stronger statement.
