Rehema alikuwa pale kama ferry consumer liaison, si competitor wa mama yake.

They also photographed public price boards at opening, with vendor consent because boards were public anyway. Timestamp mattered.

At midday, a guide group approached a scheme stall. Main board listed seafood plate 32,000. Side card behind counter said G-B package 41,000.

Rehema did not step in before sale. If customer asked, vendor should explain ordinarily.

Customer did not ask.

After receipt, Beka asked permission to compare with displayed menu. Customer agreed.

“Were you told what extra nine thousand covers?”

“Guide said group arrangement.”

“Any specific service?”

“No.”

Vendor responded that group tables required priority prep and guide coordination.

Beka asked why those lines were not on receipt.

“Association printer template.”

That answer moved issue from individual vendor toward system design.

At Saada Seafood, Mama Saada’s disclosed package caused another problem: some tourists chose base, which slowed group seating because staff had planned whole-table bundle.

Mama Saada was visibly stressed.

“This transparent system has operations cost,” Rehema noted.

She didn't hide it.

Guide Salim negotiated with group: some base, some package. Worker Nuru had to split bill.

“Printer hates this,” she said.

Rehema wrote product/process implication: any reform needs POS template support.

Festival judge penalized guide compliance and presentation speed. Saada lost points partly because split orders were slower.

Mama Saada later said, “See? Transparency costs time and score.”

“Then remedy must include scoring changes too.”

Not just menu.

Neutral incident form from Beka was stronger because he documented both undisclosed tier elsewhere and operational burden of disclosed choice at Saada.

Kileo stopped at mobile desk.

“Are you building case against festival?”

“No. Recording incident under visitor protocol.”

“Your mother is contestant.”

“Beka is incident witness; Pendo co-review.”

Kileo looked at them and left.

At evening award, Fatuma’s scheme-compliant stall won category prize. Her customers seemed happy.

Rehema did not treat that as contradiction to complaint. A system can produce satisfied customers and still have disclosure weakness.

She interviewed Fatuma after, with consent.

“Guide package works for me. I don't want reform to remove it.”

“Would itemization harm you?”

“Maybe not. Neutral route lottery scares me because I earned this traffic.”

That perspective went into report.

After the supply-delay message arrived, Rehema realized tomorrow would challenge another common mistake: interpreting every price increase as discrimination.

Real scarcity had arrived.

The case needed to prove it could tell the difference.

Festival scoring created another neutral record. Beka allowed Rehema to inspect only the rule categories, not judges’ private notes about other vendors. Saada’s official score showed points lost for guide partnership and speed, confirming Mama Saada’s complaint without exposing competitors. Fatuma’s winning score showed the scheme could reward a vendor with strong hygiene and service as well. Rehema included both. The festival was not evidence that every compliant vendor behaved badly; it was evidence that guide-partnership compliance materially influenced public commercial opportunity. That was the governance question the final reform would have to address.
