At dawn, North Rift had already fenced the bridge with sheet metal and positioned an excavator beside the failed span.
Bwire stood on a platform giving instructions. Victor told reporters that urgent removal was necessary to protect the road below. Malik answered with the seventh sensor’s graph and the laboratory image of counterfeit steel.
“Allow an independent team to sample every joint before you cut,” he said.
Victor smiled as if speaking to an emotional former employee. “Public safety cannot wait for Malik to repair his reputation.”
The mother of the injured schoolgirl stepped between them.
She handed Victor copies of hospital bills and asked which cost he had included in his profit.
Victor did not answer.
While attention remained at the gate, Dr Mwinyi approached beneath the span by boat with two students. They collected rust dust and fragments that had fallen into the lake. Bwire saw them and ordered the excavator operator to push the remaining joint into the water. The operator hesitated.
A court officer arrived with a temporary preservation order seconds before the bucket moved.
The order authorised a full search of Vehicle 47. Inside were a genuine joint plate, replacement bolts, temporary phones, Malik’s damaged recorder, and a personnel file.
Kibet’s page was marked *remove after task*. Malik’s page read *primary subject*.
The truck’s worn rear tyre also matched prints recorded near the bridge on the night the bolts were loosened.
Bwire claimed the materials were ordinary recovery equipment. Then Kibet, under child-protection escort, identified him before the cameras.
“He gave me the torque machine,” Kibet said. “He took my daughter.”
Bwire’s face changed. He looked toward Victor, but Victor turned to Sila and behaved as if the security chief were a stranger.
Zawadi understood the fracture immediately. “He will say you invented everything,” she told Bwire. “He will make you the entire conspiracy.”
Bwire refused to speak in front of local police, yet before entering the national commission vehicle he said one word: “Kisima.”
The bridge inspection continued. Tool marks on bolt heads proved deliberate loosening. Fresh paint had been applied after the collapse over surfaces that should have remained untouched. A commission trainee admitted she had been told which boxes to sample before testing.
Those boxes contained genuine steel; the installed joints did not.
The families formed a joint committee after Tembo approached several of them with confidential settlement offers. Some desperately needed treatment money and feared a long case. Zawadi helped them negotiate emergency medical support without surrendering their right to evidence or public testimony.
It prevented Victor from turning different levels of suffering into division.
Malik entered beneath the span wearing a helmet and a body camera. He could see how the crime had been built in layers. Counterfeit material made the structure vulnerable.
Deliberate loosening made failure predictable. The forged certificate assigned blame.
The demolition contract erased physical proof. None of the layers alone explained the whole event; together they formed a designed load path for guilt.
At the end of the day, the government announced Engineer Peter Sila as chair of the inquiry. He was Victor’s uncle and a former Tembo director.
Families did not agree on everything. Some wanted every recording released immediately; others needed medical funds and feared delaying settlement. Their committee created a common minimum: no confidential agreement would surrender access to evidence or silence testimony, and emergency treatment would not be treated as a purchase of loyalty.
That decision denied Victor his usual method of isolating people according to need. The mother of the rescued boy said, “Our injuries are different, but the machine that produced them is the same.”
The sentence moved the dispute from personal compensation toward shared accountability.
